How Strategic Gap Assessments Unlock Sustainable Improvement

However, when you’re working on the frontiers of risk, it is critical to frame your controls according to the risk, implement them with discipline and adjust them as situations change.
At SnSD Consultants, we recently supported a major Middle Eastern oil asset through a strategic HSE MS Gap Assessment and Review. The result? A clear roadmap for improvement, prioritising those new or improved controls that would boost risk management in the areas that needed it most urgently. Not only that, this streamlined yet rigorous review also highlighted various exposures and opportunities not known to management, and offered practical ways to address them.
SnSD assembled a cross-disciplinary team to perform a hybrid assessment, combining virtual reviews with site-based fieldwork and interviews. Our team designed a robust new HSE framework that arced from fundamental policies and corporate ambitions through to mandated controls and helpful procedures for executing compliance. This set the Client off on a new, robust and future-proofed direction but we went beyond these detailed roadmaps and helped them define a Transformation programme to support and sustain the changes with cultural and organisational improvements.
A Complex Challenge: Legacy Systems Without Direction
The client had an established set of safety processes and procedures, but over time practices had diverged, with teams falling into alternative practices or unaware of where to find the appropriate guidance. We found that the original standards from which all controls would naturally stem had themselves been lost in organisational changes, with the result that documentation was becoming increasingly fragmented, inconsistent and unclear to workers. The absence of a recognized HSEMS framework made it difficult to drive improvement or consensus, a situation that clearly could not be sustained.
Leadership recognised the urgency: operational discipline and HSE could no longer be separate goals—they had to be integrated into a single, scalable system.
Our Approach: Evidence-Based, Multi-Layered Gap Assessment
SNSD mobilised its team within weeks, reviewing over 1,200 documents and conducting 80+ stakeholder interviews and site visits to deliver a strategic improvement plan within an impressively tight timeframe. This structured and efficient approach asked whether “people know what they need to do” by examining the following:
- Key safety expectations that were missing, outdated or unclear
- Gaps in documentation and inconsistent practices
- Divergences between perceived and actual “management in control”
At the same time, our team was examining the Say-Do gap …. Were the Client’s operations doing what the Client thought they were doing? Were they delivering what they were meant to Deliver?
Our work culminated in a tailored HSEMS framework supported by a clear governance structure, prioritised documentation, and a roadmap for addressing gaps while also embedding improvements across the organization.

The outcome of the assessment was transformative:
- Defined and prioritized a roadmap for documentation and governance, as well as for addressing real, immediate exposures unknown until the time of the Gap Assessment
- Mobilized and motivated teams who were previously disengaged, and aligned different stakeholders and leadership with new strategic goals
- Shifted operational mindsets by revealing critical disconnects between assumptions and reality
The most powerful insight? What the client perceived to be “in control” often differed starkly from control in reality or from good industry practice. This misalignment became an “A-ha!” moment and the lever for real change.
